The Government approved a regulation that strengthens the powers, functions of supervision, sanction and the rectory of SENASA (National Agrarian Health Service) in terms of agricultural health and registration and the control of pesticides for agricultural use. The Legislative Decree No. 1387 includes the safety of agricultural food production and primary processing, including feed, as well as the control of organic production.
The Ministry of Agriculture and Irrigation of Peru (Minagri) reported the issuance of Supreme Decree No. 013-2019-MINAGRI published recently in the Official Gazette, which seeks to contribute significantly to the competitiveness of national agricultural producers, increasing their productivity, improving the quality of its products and the sustainability of agriculture.
With the approval of the Legislative Decree and its Regulations, SENASA will reinforce its work in prevention, correcting behaviors or activities that risk the life, health of people and animals, preserve vegetables and the safety of agricultural food production and primary processing of human consumption and feed.
SENASA has been authorized to carry out seizures, return, immobilization, quarantine, retention, re-shipment, rejection, withdrawal from the market, seizure, incineration, destruction, sacrifice, suspend activities, cancel records, temporary or definitive closure, as appropriate to each activity.
It has also been conferred with technical and administrative functions as an authority on seeds to regulate, promote, supervise and sanction activities related to the production, certification and marketing of good quality seeds.
Supreme Decree No. 013-2019-MINAGRI regulates the following:
Establishes the Rectory of SENASA in matters of:
• Agricultural Health
• Registration and control of pesticides for agricultural use
• Registration, control, marketing and use of veterinary products and animal feed (pets)
• Registration, and control of fertilizers and related substances in all phases of their life cycle
• Regulate, promote, supervise and sanction activities related to the production, certification and commercialization of seeds and execute the technical and administrative functions contained in the General Seed Law and its regulations
